The work will support the development of both a balanced N9 POM proposal and a balanced Navy program and require the broad-based expertise needed to assess alternatives across policy, operational, technical, programmatic, and business factors. The work will include drafting memos, briefs, and guidance to support the N9 position. Synchron shall assist N9I efforts to articulate, develop, and resource naval capabilities consistent with Department of Defense and Chief of Naval Operations mission and task priorities, to include the Chief of Naval Operations Guidance (CNOG), the Front End Assessment (FEA), N80 programming guidance, and Integrated Priority Lists (IPLs) developed by Fleet Forces Command and the U.S. Combatant Commanders. This includes the review of Defense and Navy guidance for comment and alignment with N9 equities and priorities.
